Dutch public libraries have a copyright exemption for lending paper books. Recently the libraries have questioned if that copyright exemption also included eBooks. If so then the libraries would not have to get permission of the copyright holder to lend eBooks. A great benefit.
Currently the Dutch Minister of Education, Culture and Science has decided that eBooks do not fall under the copyright exemption act. While libraries have stated that by instituting a ‘one copy, one user’ model, they can safely lend eBooks and have requested that a judge look into the matter.
